Addressed to Commander-in-Chief No. 32 February 25th.

Japanese Consul-General has informed

Consular body that

merchant vessels and warships of third powers are requested not to enter Hoihow port "for some time" because of Japanese military

operations. If necessity to visit warships arrives at the least

48 hours' notice must be given to Japanese authorities for their

agreement, giving dates and times of arrival and sailing and

reasons for visit. Such visits will be at the risk of the powers

concerned. "R" ends.

(2) Unless otherwise directed I propose to register formal

protest February 27th.
